Airport Engineering

Don Klapmeyer, PE - Kansas City, Missouri
Don is the Market Sector Leader for BWR’s Aviation practice and serves as Team Leader for our Airport Engineering Team. With over 30 years of civil engineering experience, Don has practiced general civil engineering for six years with major emphasis in sanitary and highway engineering, prior to entering the aviation field with BWR. Don’s responsibilities have included project manager for the civil and environmental projects, design and management of projects for streets, highways, sewage collection and treatment systems, pump stations and sanitary landfills.

Don has been focused on the aviation field since 1983 and serves as Principal-in-Charge of BWR's Aviation Services team. He has been involved in numerous airport design and construction projects including:

  • Land acquisition
  • Pavement evaluation studies, pavement surface condition monitoring systems
  • Runway, taxiway and apron improvements
  • Airport lighting improvements, guidance signs, airport navigational aids
  • Access control systems, security and perimeter fencing, access and internal roads, automobile parking
  • Airport service vehicles, fueling facilities, aircraft boarding bridges
  • Surface and subsurface drainage systems
  • Cost/Benefit Analysis Studies

Civil Environmental Engineering

Todd Anderson, PE - Salina, Kansas
Todd serves as Team Leader for the Environmental Engineering Team. He has been involved in the design and management of multiple municipal water and wastewater projects, as well as the design of rural highways and urban streets. His experience extends beyond design and includes construction observation and materials testing and has a broad background in surveying.

Scott Wetzel, PE - Austin, Texas
Scott joined BWR in 1995 and currently serves as Office Manger for our Austin office. Prior to that he served as a Team Leader and Project Manager/Engineer for the Environmental Engineering Team. His experience includes the performance of field surveys, construction observation for existing and new construction, and close interaction with the client. Scott also is responsible for projects that include gravity sewerage collection systems, mechanical sewage treatment unit processes and sewage treatment lagoon design.

Structural Engineering

Steven Hileman, PE - Kansas City, Missouri
Steve is a Principal with BWR and Senior Vice President in charge of our Structural Engineering Team. He coordinates the efforts of structural engineers and technicians on a variety of bridge and building projects plus other BWR transportation, facilities and environmental teams to provide structural support for all of the firm's offices nationwide. Steve also serves as Project Manager on structural projects. His experience since joining BWR in 1978 makes him highly qualified to serve as a Principal-In-Charge, Project Manager or Lead Structural Engineer on almost any type of project.

Transportation Engineering

James Glen Cowart, PE – Tyler, Texas
Glen has extensive experience in highway design and construction. He has prepared over 30 PS&E’s for highway construction projects in four TxDOT districts as either the project manager or project engineer. Projects typically involve initial data collection, surveying; preliminary engineering and PS&Es.

Glen has also developed project plans and specifications for many projects utilizing GEOPAK, CAICE, HEC-RAS, and TxDOT's Culvert Program extensively in the design process. He also designs site plans and utility plans as well as traffic studies and preparation of traffic signal installation plans.

Greg Evans, PE – Tyler, Texas
Greg is Office Manager of our Tyler office. His responsibilities with BWR include project management and coordination with clients for a variety of transportation related projects. He has managed both preliminary transportation engineering and construction plan preparation for roadway/transportation projects including urban and rural roadway widening, new location roadways, freeway and non-freeway rehabilitations, new bridge and bridge widening projects. Mr. Evans is managing the construction plan production of several multi-million dollar projects in five different TxDOT Districts around the State including current engineering duties on an urban widening project, a rural widening project and a new location project. He has managed a corridor study project, evaluated alternatives to widen two-lane roadways to four-lane divided facilities, developed schematics and prepared construction plans and documentation for letting contracts.

David Johnson, PE – Salina, Kansas
Since joining BWR in 1992, David has worked as a construction inspector, design engineer and project manager on various transportation projects. Currently he is serving as a designer and project manager on transportation and drainage projects in BWR's Salina office.

General types of design projects included rural multi-lane divided highways, rural two-lane highways, city streets, interchanges, housing developments, and smaller projects such as parking lots. Design tasks have included geometric alignment layouts; storm drainage calculations including culvert sizing, storm sewer system design and runoff detention; erosion control calculations; pavement designs; parking lot layouts and plan quantity calculations. He has also been responsible for providing vertical and horizontal urban design and computer modeling for roadway access improvements. Management tasks have included preparing proposals, project scopes, contracts, budgets, schedules, progress reports and billings on various projects for public and private clients.

Glen Knak, PE – Salina, Kansas
Glen has over 21 years of experience in highway design and other civil engineering projects. His highway experience includes grading, pavement and drainage design for preliminary plans, field surveys, preparation of construction plans and specifications, contract administration and construction inspection. Other projects include site grading, parking facilities, utilities design, traffic engineering, street assessments and other civil work for counties, municipalities, industries and the Corps of Engineers.

He has served as project engineer and/or project manager for over fifty miles of streets and highways. Responsibilities include overseeing the design of the roadways and coordinating and supervision of the 14-person design team. These projects included four-lane divided highway corridors to interstate and expressway standards, improving arterials through cities to five lanes and adding interchanges along interstate routes. He also has worked on pavement widening and overlays on FAS route and geometric improvements on city connecting links.

Warren Keith, PE - Kansas City, Missouri
Warren serves as Market Sector Leader for our Surface Transportation practice and oversees the production of design, specifications and estimating submittals. He is responsible for project management, quality assurance, design process improvement, and training and mentoring of transportation design staff. He also helps ensure the success of a wide range of transportation and civil engineering projects for numerous municipal, county, state and federal clients, as well as private industry clients.

He is a proven project manager on a wide range of transportation, water resources and civil engineering projects. He has been responsible for the study, design and construction phase services for many types of projects including:

  • City streets, highways, bridges, culverts, traffic engineering, utility relocation
  • Site development
  • Storm drainage studies and master plans, flood control, hydrologic and hydraulic modeling, storm and sanitary sewers, site grading and environmental mitigation
  • Heavy construction projects throughout the country and around the world.

Traffic Engineering and Transportation Planning

Charles Schwinger, PE, PTOE, AICP - Denver, Colorado
Since joining BWR in 1976, Charlie has been involved in a variety of engineering and planning projects including project management, design, analysis, data collection and surveys, and production of construction plans, specifications and technical reports.

Charlie's experience in transportation includes:

  • Street and highway design, intersection and interchange design
  • Signal design for isolated, interconnected and coordinated systems, and Street lighting design
  • Signing and marking design and traffic control plans
  • Accident analysis and capacity analysis
  • Parking studies, traffic circulation studies, and traffic impact studies
  • Origin-destination studies, transportation modeling and mass transit planning
  • Public involvement
  • City-wide and corridor transportation studies.
